It appears to not be a situational issue. The ability damage of fortus clearly doesn't scale as described (or anywhere close) in any game situation on either PC or iPhone.
This must be a bug. The champions is legendary not uncommon...

yeah I got him recently and it's a shame his scaling is so bad/bugged there are epics who hit harder than him even after he should be scaled up with his passive. Hope plarium won't abandon him

Unfortunately there are currently no plans to adjust Fortus and their kit.
