I have Sentinel's skills fully maxed out, which means that he should have at least a 60% chance of placing the Provoke debuff using his normal attack (Hook). However, after using his normal attack hundreds of times in campaign, dungeons, and arena he very rarely places provoke or shows 'resisted', which occurs maybe 1% of the time.

I believe there is something wrong the the probability of applying the Provoke debuff with Sentinel's normal attack
