The pack is not bugged but it seems you were just unlucky with your RNG. Not every ancient shard is going to give an Epic or Legendary since there is only a small chance of receiving them.
I also purchased this pack. @Archivarius, did you receive 5 shards or 7?

By drop rates I'm assuming you mean the chances of certain rarities dropping on summoning shards? If that's the case, you can check by clicking the "i" above your champion number count at the summoning portal.
