Could you please specify your Player ID? You will find it in the Settings, Info tab.
Also, please attach a screenshot of the monthly quests tab.
I have the same issue with my monthly quest timer.
My Player ID is 19683
Here are some screen shots to show the issue.
This shows the weekly timer working correctly.
And here is the monthly timer quest screen. It hasn't refreshed and I can't contribute any work towards it and circled in red, there is no timer showing either.

Just want to clarify why you don't see the Monthly Timer. It has been removed. Now the Main Monthly Quest is completed when you complete all the Monthly Quests.
