Just pulled her, super excited to build her for my CB comp. 

Her passive states: "Enemies under heal reduction debuffs inflict 15% less damage."

Actually I have two identical questions.. I know I could just look it up, or test it but i'm all for increasing community engagement whenever I can :) so,

1 - does this work for all allies, meaning a 15% DMG reduction for everyone if enemy is under a HR Debuff? And -

2 - I was told that enemies under HR debuffs deal less damage as part of the debuff's mechanics.. is this true? Never heard it from anywhere else. I heard 25%less DMG. If so, then this means 40% less damage on all allies from the Clan Boss?!?!!
