Yes had this yesterday - did lots of upgrade attempts nothing changed,  then suddenly all caught up and item was on level 12!

Seemed a temporary glitch as all seems ok since.

This glitch will happen from time to time, however from my personal experience as well as reports it would simply rollback the silver without upgrading. At any rate, if happens make sure to just restart the game to make sure it doesn't happen. hope it helps.
