They mean you have "new" weapon, gloves and boots in your storage.

Artifacts count as new until you open the storage and look at them even if you saw them when they were acquired.

Could mean New Glyphs from faction wars / new artifacts

Yes it is, one of the finest.

When there is a red dot on Champions it usually means either new artifacts or new glyphs.  But right now I have NO new artifacts or glyphs and still there is a red dot on Champions  What is going on?

Figured it out.  I have enough scrolls so that one of my chapions could get some mastery so the red light goes on
