Yeah, that's how it goes, everytime you rank up, the champ's level revert back to 1, on which you can now level up to 10 level higher than previous rank.

Rinse and repeat until rank 6 level 60

So when an acquired Epic 4star hits 40 and I rank it up to 5star, it starts back to  level 1 also?

Yes...

Also legendary, once it hits 50 and you rank it up to 6*, it will also revert back to level 1
