Worst legendary in the game, by review, worst according to multiple content creators (HellHades was ASTONISHED that he wasn't on the list to be adjusted).  Barely usable is fully booked and skilled up, I'd probably rather have several rares or an Armiger.  

I'm pretty sure legendaries should be better than uncommons.   Can this crappy dude get some love please?  You don't have to make him a top tier legendary.   But he should be at least as good as a top tier rare, don't you think?
