Rahzin Scarhide bug
If there are 10 debuffs on the boss including the two debuffs by Rahzin's Shear, the decrease defence and weaken debuffs will not restart with higher time as usual.

It's true, but this is not the case he present. He states, that those two debuffs are already plased, but not refreshed by Rhazin.
@Vidle13, are sure Rhazin's debuffs wasn't just rezisted?

I believe this happens to every champion applying debuffs to target with 10 debuffs. I noticed this with my tayrel too. You can't refresh the debuff duration when you target has 10 debuffs but I know it should.

Okay, is this a bug then or a purpose? Because I'm not sure which of the two is worse - a bug that has been known for months and is not being repaired or just poorly designed game mechanic.
