Looks like I have only few steps to complete whole map on hard, all quest and bosses are finished and I have 1280 coins left for the small chest , the other 2 I already bought. So is this something that Plarium mess up or it is designed on purpose ?

I don't think it is RNG. I think the Grim Gold reward amounts are fixed, and I think the OP is correct. There is not enough to buy all 3 chests. I still need to get top rewards on one Trovemaster fight to max it out, but even if I do, I will be a few hundred short to get the third chest.
An easy improvement would be that if you max out all Grim Gold, you can buy all 3 chests since you can't roll Grim Gold into the following rotation....however, the better change would possibly be allowing Grim Gold to carryover.
iI have one stage left to clear, Odin boss purple, and I'm going to go ahead and say no, no you can not get all 3 chests. Unless opening each foot path as well makes up that much of a coin difference which doubt it would.
I opened every spot on Hard Mode even after I had all the charms & chests, and there are no other hidden surprises. Just wasted the Twisted Energy, so no reason to do that again next rotation.
I started with Normal first. I have cleared everything except for finding a few more hidden chests. Since the quest to get 30 chests I am at 27/30 so that will be another 150 gold. Everything on my map is just the footprints though so already started clearing Hard now. I will go back and find the rest of those after I finish hard or if I get stuck on Hard somewhere to use the energy on the footprints on Normal.
iHaven't spend any of my gold yet on Normal. 4500+2500+1500 = 8500. I have 8050. I can get 150 from the 3 more chests quest which will put me at 8200 I would then be missing 300. I would need to find 300 more gold from ambushes or in those hidden chests to be able to buy everything.
iCould be RNG the amount of gold you get, since I have gotten a lot more gold than Evilized since all they have left is footprints and Odin and I only have footprints left and some of the chests that are hidden, but I am just under 700 more gold than him.
Haven't confirmed officially but I was told its mathematically impossible to get all 3. Which also means you can just skip all the loot Goblins.
