I certainly agree that the Relic Econmy needs some (a whole lotta) love, but I have not found Starstones to be scarce.  I have 34K right now.

However, I do not move my relics around very often.

I don't do it a ton, but I've moved Volc Heart around a few times for Sieges and let's just say that gets expensive in a hurry. 

My starstones are cooked from HFW.  Moving Gazes around killed them.  But overall economy is horrible.  Between not enough mats to upgrade and cost of swapping.

Whats a mythical cost to move?  Damn near 1k right by the time it gets moved ans then back?

Thankfully they've at least said multiple times the economy is not where they want it.  So at least sounds like things will be changing soon than later. 

Bare minimum 1280 if you want to put it back where it was before. It's not something I like doing often because lol bankruptcy, but sometimes worth it in Ceeg.
