It depends on the healer, it should say under the skill description.
Most heal a % based on either the healer's max hp or the targets max hp, but there are some exceptions.

Rat is correct. It'll be in the skill description for the specific champs, though masteries can affect healing as well.

And Curing, though I would highly discourage anyway from ever using that set.
