So Im level 82 and only have 1 mythical (Lady Mikage) and thats thanks to fusions. I save up the shards and fragments and wait till the 2x events and still have never drawn more than a rare with a red shard. What am I doing wrong? I tend to be whale/dolphin level spending and yet Im going against level 40s and 50s with 2 and 3 mythicals....
well the 2x right now isn't for Mythicals. Also Primal shards are essentially Anceints on a 2x anyway.
You're fighting people who spent a ton of money buying Primal shards.
Also RNG. Not sure what you consider "whale" spending but unless it's $1,000 per month or more, I don't think that's Whale levels.
Bad RNG is all, unfortunately.
I got very lucky when mythicals were first added to the game, and pulled one on my 2nd or 3rd shard.
I just recently pulled my 2nd one. I'm positive I was into mercy for it. 200 shards.
How many Primals have you pulled? Unless you are buying Primals, it takes quite a long while to build up enough shards to do much, unless you have awesome luck.
The drop rate is .5%, so on average, you'd see one Mythical every 200 Primals....1/100 if you only pull over 2X Events.
I have pulled 232 Primals (Mostly over 2X Events) and I have pulled Mythcials. Unfortunately, one of them is the worst Mythical in the game (Fjorad).
We have guys in our group that have suffered many years with no pulled mythics, yet I have pulled two in just 15 months of having an account. The first was pulled on only my 2nd primal shard. Just dumb luck I guess, because I am NOWHERE as careful and strategic as you.

At the end of the day unless youre spending ungodly amounts of money thats all it comes down to. Blind luck.
