My recommendation is Alice since you're low on "high damage" 60s, especially for arena. You've got a lot of good champions tho. Visix would be another good choice for lots of content, like Chimera and Hydra. 

Also keep going for Mikage, looks like you're getting close.

Lastly, just to help going forward, here's the champions you should NOT make 60 that are currently 50:

No one in the bottom 3 Rows of the photo except Zargala, Seeker, Apothecary, Archmage (maybe) and Magnaar. There's other good champs in the bottom 3 rows BUT you already have level 60s of some of them.

You can dupe Uugo once you've got a 2nd Hydra team you're building for, not till then.

Yakarl is good, especially since his rework, but he's very niche. Another good way to know what champs to build is start looking at your clan's Demon Lord teams and the other clan's Hydra teams. If there's some champions you just never see, there's usually a reason

My vote is "what do you currently need?"

I see a bunch of 60s, but I don't see a coherent CB team. But, based on the number of 60s you have, I feel like you want to focus on that.

So, to that extent, what's a good CB team from what you've shown?

Well - you haven't shown enough, is the short answer. I see Seeker, so - do you have any Maneaters or other Unkillable/Block Damage unleveled?
