Well - to clarify, no, you can't sort by *substat*. But you can sort by any stat, yes.

Basically, you have two sets of tools at your disposal. The first lets you specify which substats/primary stats an item needs to have in order to show up. The second lets you choose which stats to prioritize. So if you select to prioritize speed, the fastest items will show up first - though those will almost always be boots, so practically speaking you'd probably want to deselect boots from the items.

In this pic, I have sorted Chest Plates with Atk % Main, with required Crit Rate and Speed substats and Crit Rate as high priority, so the first Chest Plate in each gear set will have Atk% main stat and the highest CR Percentage on my account, and it will have a Speed substat.

all I'll add is that at the bottom there's "Hide Set Filters" and that will just show you the highest X stat out of all your gear
