Why is Hex damage not capped on bosses

HP % is

you capped the damage of Hex on bosses, guess what Nia issues is fixed.

Developers did not intend hex or curse set to do the damage its doing

Why do bosses say it liimits damage from Hp burn, hp % and Posion but nothing about Hex?

how is a NIa doing 454m damage on normal Hydra working as intended?
