I understand needing permission for being At Peace and for being Allies..

But anyone should be able to declare sworn enemy status. 

I just tried to declare enemy status with Swingshift .

I am  amazed to see it said it was sending request to be sworn enemies

If  you want to be an enemy no one should be able to stop you.

I find this to be ludicrous.
