whats up with the spy satelite network in a pirate game ?
Say you go raid someone 200 miles away , in pirate terms you wouldn't know about the incomming raid till sails break the horizon.
and you still wouldn't know if those would be coming for you or your neighbor.
but in this game the to be raided party knows a fleet is incomming the instant you send the raid fleet on it's way.
So many many many hours in advance the to be raided party can make sure nothing is there to be raided and make their haven more safe.
