you can only collect ransom from 3 blockades, if you have more then 3, the collect button will not work and the locks are there to show you that you're not ransoming those havens.

Hi Redbeard, I am sorry I disagree, You can collect ransomed from 1 blockade. ( at least I can ) to a maximum of 3

I think you need to " activate the ransomed heaven" by left clicking which resource you wish to have via the heaven/ territory tab in the Stronghold ( Might be named differently with in the game)

you can only collect from three that you had blocked for ransom,

although you can blockade as many as you wish

As you can see in the screen below. In the right hand corner it shows the hourly value. The most productive will be the one with the highest value.

The blocked haven's ransom production depends on only 2 factors: level and last activity. Since yours are most likely inactive, you can just pick the three of the highest level.
