Yes, non joueurs means non active players, who then abandon after not making much headway, yes there are many inactive islands, just look around you on the map.  Secret tip -- u can raid them for free unattended, undefended resources, gold, lumber, rum.

We rarely delete old Havens from the Map, so yes, you can find a lot of abandoned ones :)
