You're wrong.
First, and foremost, you get to use Juggs as many times as you can until they are killed. A Fireship is a one-time deal.
Second, closely related to the first, is that you're assuming a full kill for a Fireship. On average, if your Fireships kill 50% of their killing capacity (due to many players being turtled most of the time), you're quite lucky. This greatly reduces the "Juggs" part of the calculation.
Third, you can make Juggs with resources and time, i.e., for no money at all.
Fourth, when you kill someone's Juggs with a Fireship (presumably in their haven; you'll almost never find them reinforcing other havens), you kill 7 of them. They get 30% (i.e., 2) back for free (0 rubies), which brings us to your 5. But, further 40% of the original 7 (i.e., 3) can be revived for 50% of the price (250 rubies). So, to recover from losing 7 Juggs, you need to buy only the remaining 7-2-3 = 2 Juggs at full price (333 rubies). Your total expenses are 0+250+333=583 rubies, which is just a bit more expensive than a Fireship and this is the best/worst (depending on the perspective) scenario.
Disclaimer: Sure, Fireships can sometimes be bought at half of the price, but so can be Juggs and their revivals, so I'm ignoring those specials.
First and foremost, I am assuming units bought not built, since Plank started this thread about "money players".

Second, I've been quite successful obtaining full kills using Fireships.
Third, I am not considering repurchasing units from infirmary. That would be more money spent.
Fourth, I used Juggernauts as comparison. You would most likely take out Subs or other units. If it were Subs, then the cost would go up slightly.
Fifth. My math hasn't been disproved yet.
Also, it is cheaper to build new Juggernauts (32.4 rubies each) versus buying them (167 rubies each) or even reviving them for 84 rubies each.
