This is my guess: there are some Plarium test havens around all maps, and you probably stumbled upon one of those. They don't participate in the game, so they are kept off the limits to the players.

Those usually have different text, at least in English, something like "the player has falleon and this is a memento to remember them". I don't remember the exact wording.
