Try clearing the cache and reloading. As you can see on several other topics, it helped the others.

As of right now, I'm trying to purchase the "Special" offer of 30K Rubies for $19.90

   There's less than 2hr's before it expire's & the game is not allowing me access to the purchase screen.

As the post above yours says: clear the cache and reload.
