i'll put this in the form of a question, because it might not be a bug.

to be able to upgrade the bastion we need to downgrade a bastion of a certain level or higher. in order to do this, we have found a partner and agreed to hit eachothers bastions so we can upgrade them to new levels. they downgrade ours and we downgraded theirs. their level was higher then our required minimum, but the upgrade option is still not available. did we mess up by downgrading theirs before getting ours back to the previous level(before the downgrade) or is there something wrong?
