Brotherhood members management is available only for the certain ranks. Only Brotherhood Leaders and their Advisers can boot players. Please refer to the game guide for more detailed information.CrowbarModerator

Thank you, Crowbar! You are right, Commodores and Swashbucklers can also boot Brotherhood members who are marked inactive.
