A single player was able to raid over 600k of resources in a very narrow window of time (under 1 minute) using multiple raids. Each raid was not limited by the resource limit per day of 100k for player interactions. Obviously a big cheater could exploit this fact for the Raid Weekly top lists and also to abuse other players. 

They also know they are exploiting this bug, and use it to taunt. It is something the game is allowing them to do and they will continue to exploit the system. 

If it is not something you can fix, then please update the Help regarding raid limits, and put the right details out there so people know there is no longer a 100k limit.
