I started a new Brotherhood that is now over a week old, The game allowed me to invite and add new players. 2 of which I appointed as Advisers. The third time I tried to promote I get a message to add berths. I then tried to delegate Leader to one of the Advisers, that has been in the BH over 8 days,, and I get the same message.
