What do you mean by "have not received the upgrade"?

You'd still need to click the "Upgrade Bastion" button and wait for 9 days (or boost it). What happens when you click that button?

Hello! 

I suppose you mean that your Brotherhood downgraded another Bastion, but it was not counted for the upgrade of your own Bastion. 

If I understood you correctly, there are no bugs related to this part of the game functionality. Please refer to this article for more information.

Ok I think I know what wrong now. Both brotherhoods attacked within minutes of each other. Our bastion was downgraded first, then within a couple of minutes we downgraded their bastion. I think the problem is that we were not at current max level because they attacked first.

The timing when playing Bastion Leap-Frog is critical, but you may have just been unlucky

Most of the top brotherhoods can only got their bastions to level 20 by using this trick
