From the start of playing the game till now. Lv 47. I have received 29 Special Building Upgrade. But I have never used them. How to use it? (I don't know) Does it use to immediately upgrade any building?

Special Building Upgrades are used to upgrade buildings on different levels. They don't give any bonuses like a faster upgrade, they are used like any other resources.
Use them when you see that a certain building requires them (it may be on higher levels).
