I can forward this over to the DEV team.  It appears though that the main difference is not in division but Squad Power.  The first photo shows a player with a lower squad power 832 while the second shows a higher squad power 1162.

When you first start out any Android or whatever game you don't get the same deals as you did when you first start out .As you rise up threw  the ranks it gets more expensive. That's just the way it is ,so get all your stuff when you're in the lower ranks . Also a lot of your bots will be useless as you rise through the ranks as they will be underpowered let's hope this company doesn't go the same way war-robots  did and ruined their game that's why I left that game.
