Only thing you can do is make a new account unless Plarium Hardware ID (HWID) blocked you. You shouldn't be sharing accounts, even if it's a family member, since it's against TOS I believe.

Depending on how long ago you spent the money, you can get ahold of your credit card company and tell them about it. And since you are banned, they might be able to reverse some charges.

If I was you I would call my bank or CC company and reverse as much charges as I could and forget this game since it is a perma-banned. It does seem odd to get for a perma-banned 1st offense, but I don't make the rules. Your brother must of said something pretty bad in chat or something to get a perma-ban.
