New Sniper weapon design

Stats-fires a shot that gives slowdown, burn, arc torrent debuff and gives dmg there is a 0.5 s delay after every shot if another mech is standing in 10m of the hit mech it will also take the debuff but not the dmg and if another is within 5m of the shot it will get dmg but not debuff
