Does anyone know why only certain accounts are being included in the new progression system?

I just started another account (because the higher levels are stressful) and noticed that my new account has access to the new progression system while my older account does not. I thought it might have been the difference of PC vs Mobile but I logged onto both accounts on both devices and only my new account has access to it (and by "new" I mean I still only have the 2 starter mechs). My new account has the option to buy a LOT of great weapons at its current level because of what's offered in the new system (Longarm 8, pulse rifle 8, gauss rifle 4/6, etc) while my old account is getting "currently unavailable" for things like the gauss rifle.

What gives? Anyone else have this issue?
