Mortars don't work point blank, Javelins, etc some others perhaps should be added to the list.

Definitely EM Rifles and I think Longarms as well should be made "worthless" at point blank range. 

Mortars and Javelins minimum range should be increased as well while you're at it. Mortars are broken at close range as it is, because of the unrealistic very shortened flight time.

As for EM Rifles: no weapon should be good at almost EVERYTHING.
