About the only thing that seems problematic to me on Disc Launchers is people playing with a computer or maybe a controller. I only use a touchscreen and there the lock on counters some of the advantages of this weapon. But I can tell some players can just easily aim it and keep it on a target that isn't possible for touchscreen users.
Disc Launchers require players to really get know a map in a way similar to Lancer, figure out their approaches, where they can and can't be, etc. It takes people a while to figure out the bounce and lock on dynamics and most never really learn the more secret spots you can get ricochet shots off of. By contrast most other weapons are much more points and shoot. Carbines and Missile Racks for instance are less effective weapons but their firing dynamics are pretty straightforward. I'd consider both less skillful weapons than Disc Launchers.
Overall for skill, I find it helps to judge gear by the specialists. The Longarm guy, the Railgun guy, even the Rocket Mortar guys who play that weapon as much as possible andconsistently win 1v1 with them or coax out higher kill counts. Seeing that, then trying to deconstruct what they are doing and replicate it can really give you a sense of how much skill can go into wielding a weapon.
