I asked Plarium why my two transmitters aren't connected. They replied that it wasn't a bug on their end and suggested I ask the question on the forum.
I have two transmitters side by side, and they aren't connected. Why?

No idea Commander. Connection depends on the level of emitters and other surrounding emitters from other clans.
The more emitters a clan has, the wider the km range will be, even if you connect 2 emmis in the map let's say you're surrounded by plenty of emitters from another bigger clan, those emmis will not connect due to the simple fact that this bigger clan has the mayority of the zone withing their control and the more emmis a clan has, the wider their territory will be, if you want to connect your emmis you need to take down emitters from the other clan to gather more territory for yourself.
