we had attacked a lvl 13 hq but lev up says we must lev down a hq at 6 or higher why does that not funktions ?

lev 6 is for free .

What level are you trying to upgrade to? Each downgrade can only be used for one upgrade, and you have to do the downgrade once your hq has reached the previous level before the one you're trying to get to.
