Spying on city will remove my beginner shield! how to complete task and keep my shield?

My task is simple, all i have to do is send a scout to spy on a city but this will remove my shield.  

Is there any way to spy on a city without losing the shield, it says something like only spy or attack a city with the same level as myself but that brings up a warning telling me that i will lose the shield if i continue! So how do i find an appropriate city, or is it not possible? I have read in many parts of the game now that i can attack certain places without losing my shield but this spying/scouting etc insists on me losing my shield!

You won't loose a shield, this message you get is misleading, you will obnly loose protection against that player you'll scout, so to be on a safe side scout  some bot city, bot cities won't retaliate ;) If you are playing on Glorious Valley plarium.com server then depending on in which corner you are +/+ ; +/- ; -/- or -/+  here are corner bot cities, choose this one that is closest to you: 1889;1889 ; 1889; -1889 ; -1889;-1889 ; -1889; 1889


Or just scout lvl 2 city, these are 99% chance inactive.
