This is not a bug. Please check this thread, the solution is specified in it. You need to start a quest for a Persian Position mission and it should immediately turn completed. After you claim rewards, you will receive the new quest and the new Mission will be unlocked.Jan 7, 2018, 12:2601/07/18

If you did not claim your reward ... it's normal that it's not unlocked. But I think no one forgets to get a reward, not even a beginner. So I have doubts about your theory Agent Pavel.

And when the mission is already completed, the quest remains unlaunched in the quests tab. This condition does not allow to launch the quest Mission. In this case, we solve the issue by launching the old quest, it immediately turns completed, we claim the rewards and the new quest appears. Thus the new Mission is unlocked.
