Please keep in mind, this is intended for the top level towns with level 40 being the highest level currently. If Plarium raises the top town to 45 as an example, then this phenomenon applies to top town levels only.
Also, losing portions of your gear was the other half of this concept.
Example: Your gear has suffered 0.91% damage.
You open your gear to see you lost a gem(s) and/or runes. Or materials. Or entire pieces of gear, helmet, weapon, boots etc.

Personally I think this is a terrible idea. I've worked way too hard to lose knowledge or gear becaue I went to Jot. Or was overwhelmed helping in a siege. Deal breaker for me for sure. I'd be interested in knowing exactly what level YOU are tbh.
