The bounty tag could limit the hitman to only be able to attack the other town or tile that the bounty is occupying when in the other kingdom. This would limit the town from using the tag to hit StrongHolds, POPs, or other Towns to gain points and/or other things that could upset the balance of the game.

The first idea of paying to get someone burned seems like another scheme to give gifts to other players
Why would you want to see someone burn? Why would there be a need to pay someone, when it might be done anyway willingly? Suppose you could organise it, and could pay for it, and the costs were not astronomical, suppose you were not on line to see it happen?
How many would end up on this list?
