Someone is filling up our kingdom (837) with level 1 towns so nobody can port here. It will take a long, long time but would prefer that they be deleted and the player blocked.
If they continue our clan will delete their towns and find a new game to play.

You may or not be right, Its possible its a new strategy,on an old theme, as many old kingdoms have strange collections of towns and clans towns,its up to them if its against the rules or not and what they are prepared to do about it.
If you haven't already, I suggest you go to the Menu and then select Ask A question - Question type - Violation of Terms of Use - Question issue - Complain about another player and then give them the information you've given above. There's no need to mention that you're going to quit if nothing is done about it.
