Probably because that account is in rookie league and rookie league doesn't get charms ...

All accounts that are not in rookie league will get charms ... so it matters if you are in rookie league or not ...

Its a frequent source of complaint.
If you are in the Rookie league, the charms do not show in the reward levels, so there aren't really grounds.
Except,why not? Or the disgruntlement of feeling mislead by the event name.
