If chiefs shield is down rss can be looted, same as every other player's. Noone except chief can use rss in his/her town.

If you are asking if you can use rss laying in chief's account, who is not longer playing - answer is NO, until shield will drop. Then you can burn town and rescue rss sent. 

All rss earned in CvC wins are going to chiefs town only.

The other thing you have to figure out is to manage the silver you will need.

Paying tax on transferring resources can be painful, even worse is the silver levy, but I am sure you will find a way that suits you and is hopefully  the cheapest.

Of course it depends on individual circumstances, but I would say that the chief doesnt need the resources till the clan has enough influence and scrolls to start a stronghold.

I would suggest they might be safer spread around, and might be more efficiently spent on personal development, rather then paying the tax,  especially if its early in the game, when its likely to be more significant.
