The question  seems familiar, but it could have been about other levels rather than these two.

They do make mistakes, but generally things are designed to be like they are.

I think you are looking at figures for these troops (perhaps in your barracks) including the various enhancements conferred by knowledge, Valkyries Citadel, aesir etc. etc.  In which case the reason the level six troops have a higher figure is because more level six enhancements have been completed than level 7.

The base figures for Fenrir's Rider are Offence, Defence and Health each 433, the corresponding figures for Reapers are each 501.

So no, Fenrir's Riders are not stronger.  It is usually possible to enhance higher tier troops a good deal further than lower tier troops so a maxed Reaper is quite substantially stronger than a maxed Fenrir's Rider.
