There is no vote available but if the Chief has not logged in for an appreciable period (months or years) you can send in a ticket (Menu - Ask a Question) and plarium may remove them for you.

If the absense is shorter (weeks) it would be worth trying a ticket - perhaps it would help if half a dozen clan members each sent in a ticket at the same time.  An automated first response tells you the reference number for the ticket.  Gather the reference numbers and send a further message saying that all of the tickets should be considered together.
