Though this may be possible if you are at least level 21,which will only give access to pioneer 2 . You may have done as you suggest, but I would say its not as straight forward as 'doing it in Jotunheim',there is one Jotunheim and many who might want to use the opportunity to get the pioneer spots, and nothing to stop players/or clans with the mindset,hogging the spots there,if they are so determined to do that.

There are two problems.

First they introduced and then modified the achievements, probably after those that got them maxed out didnt have to worry anymore,and didnt want anyone else to get them.

Second, they sanctioned the tile blocking plan, and for the same reason, its probably those that got them already doing the blocking.

I've send in the idea to give Place of Power Konungs more power than before, including expelling players from other location (read as blocked locations). That should solve the problem too for most kingdoms.

I think this might have been suggested already, but in some cases its the clan that holds the POP that is doing the blocking, so your idea would not work here.

why not once a month change the coords for pioneer

Yes, I have personally filed a complaint with plarium.com support team and they told me the same as some of you commenting about that problem with them. Presently, I am preparing to obtain my pioneer acheivement level 4 and most of the free tiles are blocked in most kingdom servers. The fact of the matter is those tiles to obtain an acheivement is free. I was even told by one player they 'owned' the tile. Meanwhile, I am being told you have to negotiate with the blocker. So the only solution is to form an alliance with the blockers or beg them to help you.
