That is not true I had the same problem once when our chief went awol, I sent a ticket to plarium and they said the only way was the inactive chief to log on to the game and transfer power to another player, Luckly she did eventually log on again and transfered power to me, I was co-chief at the time and was basically runnung the clan my self at this stage so our clan was very fortunate that the other chief logged on again to transfer power to me.
