Each twons skin has a series of benefits and there are two side numbers that always give you the lowest and highest value
For example, total defense is 40% to 200%.
My question is how to get the highest number and the most benefits when you have reached level 5 and can no longer be upgraded.

I think you are confusing two issues.
The first skins appear to stop at L5 at least for the time being.
Those you are referring to are those for sale in the store and they can be upgraded for a price.
Have a look at those for sale in the 24 hour store , you will see the potential monetary cost.
If you buy skins from the seasonal store they are pretty much useless and a great deal of game play is needed to ugrade them,which like with other gear you need to have the top level to get the top bonus.
They recently addded rune stones on top of other bonus items ,needed for ugrades.
